The safe for this quest can be found in Gala. Shortly after starting you will be allowed to roam freely around the area. But, You are about to enter a restricted areaSo be careful not to let the guards notice you.

When you start the mission, immediately turn right and after passing the no entry sign in front of the white curtains, turn right again. You will then see red and gold curtains that you can pass through. After passing these, you will find yourself in a small storage room. Turn right from this room and pass through the open door with the golden curtains to a much smaller room surrounded by white curtains.

When you enter this room you will find a radio immediately to your right.. Interact with it and turn the Amplitude and Frequency dials until the lights on each dial turn green. When you do this correctly you will hear the radio read the four numbers. Be careful with these as this is the code you will need to open the safe. Secure codes are randomly generatedso your code will probably be different from other players’. Therefore, it is important to tune the radio and get the numbers to avoid problems. Finally, unlocking the safe nets you $1000.
