Neighbor says mother facing child endangerment charges has left her children unattended several times before

HARRIS COUNTY, Texas (KTRK) — The 30-year-old mother of five burst into tears in court after a Harris County Judge told her she was not allowed unsupervised contact with her children after being charged with child endangerment.

Shelbi Rossow was arrested after deputies say her five children were found alone in an abandoned trailer in the Highlands. Court documents reveal the children were in their underwear, hungry and thirsty.

The youngest is only 6 years old and the oldest is 12 years old.

Kara Leblanc said, “He killed us. We were all close to the kids. The kids were running around the apartment complex. They were playing with me.” he said.

Kara Leblanc lived near Rossow in a Baytown apartment complex. He said he was constantly worried about the children.

“He was constantly being drugged,” Leblanc said.

Court records show Rossow pleaded guilty to possession of a controlled substance last year.

Authorities have not said how long Rossow had been missing or who tipped them off to his alleged absence, but Leblanc told ABC13 this isn’t the first time it’s happened.

“This wasn’t abnormal. He left the kids alone on a regular basis. They were sitting on the front porch crying because they didn’t have food,” Leblanc said.

Leblanc hopes Rossow gets the help he needs so the children can live healthy and safe lives.

I want everyone to turn their life around. I want her to get her kids back, but I don’t want her to get addicted to drugs while doing it.

Rossow’s next hearing is on Monday.
