Accusations: Man stabbed 70-year-old neighbor in the face and chest with a fillet knife

According to the criminal complaint, St. St. Paul officers were called to the Redeemer Arms at 313 Dale Street on Sunday around 6:15 p.m. Police officers found Haynes lying on the ground in front of his home with a significant cut on the left side of his face.

Haynes was unconscious and unresponsive when law enforcement found him, the complaint said. The person who was taken to the hospital was pronounced dead a short time later.

Witnesses at the scene told law enforcement that a man living in the apartment had fought with Haynes, and officers followed blood droplets on the floor and the elevator to Ramsey’s apartment, where he was arrested.

A witness who was with Haynes at the time of the stabbing told officers that Haynes was watching football with him when there was a knock at the door. The witness said Haynes opened Ramsey’s door and they began fighting.

The witness said the fight spilled into the hallway and when he went to check, Haynes was stabbed with a fillet knife.

Surveillance video from the hallway corroborated the witness’s statement. That footage also showed Ramsey stabbing Haynes in the face and upper torso and then kicking him in the chest.

At the time of this publication, Ramsey refused to provide a DNA sample to law enforcement. A spokesman for the Ramsey County Prosecutor’s Office said prosecutors want Ramsey to be held without bail until he provides a DNA sample.

Ramsey will make his first court appearance Tuesday morning.
