A roadworks project that has completely closed a key intersection in East Lawrence since the summer will reopen Friday after a design issue delayed the project.

In August, city workers closed 11th Street to traffic between Connecticut Avenue and Delaware Avenue and closed 11th Street at New York Avenue to complete storm sewer work in the area. At the time, city staff estimated the road would reopen on Sept. 13. As the Journal-World reported.

But an issue with the initial design delayed the project for weeks, according to an email from Melinda Harger, deputy director of the city’s Department of Municipal Services and Operations.

Harger said in an email he shared with the Journal-World, initially responding to a resident’s question about why work at the intersection of 11th Street and New York Avenue had not been completed, that the delay came because staff were scoping out the south corners. Part of the intersection will not flow into the newly constructed bays as designed.

Harger said the design had to be revised to include additional “small entrances” at the corners, and then it took the contractor “a few weeks” to get them.

Harger said the intersection’s stamped concrete was placed Wednesday and the concrete needs “seven days of curing time.” Harger said the final asphalt patching was completed Thursday and the intersection should reopen on Friday, Nov. 8.

Improvements to the street should also address the problem of water accumulation at the intersection, along with new inlets for stormwater.
