Pope Francis’ commission says Catholic Church still fails to ensure reporting of religious abuse

“The Commission at times identified a troubling deficiency in reporting structures and victim/survivor accompaniment services,” the report said. “The Commission identified a persistent concern regarding the transparency of the procedures and legal processes of the Roman Curia (the central administration of the church). “The Commission notes that this will continue to increase distrust among the loyalists, particularly among the victim/survivor community.”

The preparation of the report was chaired by Maud de Boer Buquicchio, a former UN special rapporteur on child sexual abuse and a member of the commission established by the pope in 2014. Francis asked the commission to prepare a report two years ago. Annual report on child protection initiatives, in which he wants to help ensure “transparency and accountability” over abuse.

The report examined Papua New Guinea, one of the countries the pope visited last month, finding that the bishops of Papua New Guinea and neighboring Solomon Islands have “inadequate provisions for different types of victim/survivor support services” and that “victims”/survivors are under Church protection policy. They do not play a direct role in its creation.”

Meanwhile, in Cameroon, the commission found that “cultural challenges created hesitancy to address the problem of abuse directly” and that “this hesitancy was shared by some church officials.”
