Speaking to RTÉ’s This Week programme, O’Gorman said the agency’s report should be completed next week.

He added that he didn’t know if Tusla had received a referral because Kyran had been out of school for a long time, but he expected the report to mention that.

“I think this case shocked the whole country,” he said.

“The fact that a child has gone missing, been out of contact with government agencies for two years, is deeply concerning and we need to understand what went wrong in this particular case,” the minister said.

“We can certainly understand the relationship this child and his family had with Tusla and even other elements of the state and what went wrong in this situation.”
